We are offering a rare and exciting opportunity for an experienced individual with a strategic / town planning, or economic development background to work at the heart of our organisation; driving change and delivering against key objectives and projects as set out in our Corporate Strategies.

Reporting to the Director for Place and Enterprise, the Head of Placemaking will be responsible for the successful management and support of a team of professional officers and will work in close collaboration with other Council teams and partner organisations across a varied portfolio covering, Economic Development, UK Shared Prosperity Fund (UKSPF), Strategic Planning and Neighbourhood Planning.

The portfolio is diverse in nature and offers a unique challenge to the right person ranging from responsibility for securing and delivery against UKSPF and Levelling Up Funding (LUF), Strategic planning work to facilitate delivery of the Joint Local Plan (JLP), including working with the Urban Fringe Team and facilitating and engaging with Town & Parish Councils and stakeholders to understand and support community aspirations. 

Some of the key areas that the Head of Placemaking will lead on are as follows:

  • Delivering UKSPF spend priorities and supporting LUF transport bids (with the relevant Transport Authority)

  • A program of Conservation area plan updates across both Councils

  • Facilitating and leading the development of Town Plans with respective Town Councils

  • Unblocking key sites in the Joint Local Plan and working closely with the Strategic Planning Manager (Joint Local Plan) in order to influence and inform future work planning.

  • Facilitating and engaging with Town & Parish Councils and other stakeholders to understand and support community aspirations

  • Work closely with colleagues in the JLP Team and Economic Development and wider Assets team, to develop a thorough understanding of infrastructure needs, and to promote and deliver infrastructure development.

  • The Head of Placemaking will form part of the Councils’ Extended Leadership Team (ELT) and will need to work in a politically sensitive environment with Elected Members and be able to demonstrate a strong political awareness, as well as having effective communication skills, and ability to appreciate the spatial vision for shaping the future of the Council areas.
